I understand that with FastAccess the generally accepted maximum number of
connections one should configure their newsreader for is 4.

Is that per computer? Per household? For example, if I'm on one computer set
using a newsreader application set to 4 and someone else in the house tries
to use the news groups, what happens? (Right now no one else in the house
uses newsgroups.)

Per IP address. So, if you house shares one connection to at&t, then you
are allowed a total of 4 connections for your house.
